Is there a bit of trail maintenance war going on?

The last few times I've been up the lower North Road there have been some braids around the more eroded spots or around some obstacles (usually with a trail runner, or walker taking the alternate route).  Then a whole lot of brush is spread across these braids. Then all the brush is swept aside. Then back in place. Then swept aside.

I can see someone trying to keep people on the trail, but I can also see someone looking at the trail and saying I can't walk this, I should go this way and sweeping aside the debris.  

Hopefully, everything will be fixed on the June 7th trail day, but in the mean time some of the brush is getting tossed  back onto the main trail, nothing worse than big twig stuck in your spokes.
