Bike Park Conditions

Hi all, and happy new year!
I was wondering about maintenance in the park come the spring, I assume the park will not be in its best condition after the winter season. I saw one thread on nsmb regarding this matter, and It seems as if nobody is clear on who is supposed to maintain the park, the riding community or the city? Some of the jumps in the upper park were in a poor condition and lots of riders were not happy with that.

I assume most of the jumps in the park will need to be re-worked once the snow melts. The parks department should consider reconstructing the lips of the jumps with dirt. This way they will not be as bumpy and have large holes where chunks of compacted gravel has been chipped away. They would maintain their shape much better and not require so much attention, and would make the users of this area much happier!
(Almost all the riders I have talked to complain about the current condition of these.)
